“An Act to provide for setting out the practical regime of right to
information for citizens to secure access to information under the control of
public authorities, in order to promote transparency and accountability in the
working of every public authority, the constitution of a Central Commission and
State Information Commission and for matters connected therewith or incidental
thereto. Where as the Constitution of India has established democratic
republic; and whereas democracy requires an informed citizenry and transparency
of information which are vital to its functioning and also to contain corruption
and to hold Government and there instrumentalities and accountable to the
governed…….”
The Right to Information Act 2005 came into force w.e.f. 12.10.2005 and extends
to the whole of India, except the State of Jammu & Kashmir. It covers all public
authorities whether falling under jurisdiction of Central Government or State
Government. It entitles every Indian citizen to seek information from a public
authority in the prescribed manner.

Any person seeking information under the Act shall make an application in Form
A to the PIO, CNCI and deposit the requisite application fees as per rule by
way of cash against proper receipt or by demand draft or bankers Cheque payable
to the Accounts Officer, CNCI. The PIO shall duly acknowledge the application as
provided in Form A
